THE REPORT EXAMINES THE VARIOUS ASSETS AND LIABILITIES OF THE SECURITY SYSTEMS PRESENT IN 14 PUBLIC HOUSING DEVELOPMENTS IN DETROIT.
Abstract
THE HOUSING DEVELOPMENTS WERE BUILT OF VARIOUS BUILDING TYPES AND CONTAINED 9,263 DWELLING UNITS, HOUSING APPROXIMATELY 24,725 PERSONS. THIS REPORT CONTAINS THE RESULTS OF A STUDY THAT WAS PART OF A MULTI-FACETED PROGRAM TO DEVELOP AND IMPLEMENT INNOVATIVE, IMPROVED MANAGEMENT SYSTEMS FOR THIS PUBLIC HOUSING. THE PHYSICAL AND ELECTRONIC HARDWARE SECURITY SYSTEMS AS WELL AS SYSTEMS OF RESIDENT INVOLVEMENT IN SECURITY MATTERS ARE EXPLORED. THE EFFECTIVENESS OF CURRENT PRACTICES OF RESIDENT AND CIVIL SERVICE SECURITY PATROL ARE STUDIED. RECOMMENDATIONS ARE INCLUDED ON THE FUTURE USE OR NON-USE OF THE EXISTING SYSTEMS. A PLAN FOR A COMPREHENSIVE SECURITY SYSTEM WAS DEVELOPED AND IS DELINEATED IN THE REPORT. ONE OF THE 14 PUBLIC HOUSING DEVELOPMENTS WAS SELECTED AS THE SITE IN WHICH THE COMPREHENSIVE SYSTEM WAS PILOT TESTED, MODIFIED, AND REFINED. THIS COMBINATION OF HARDWARE, STAFF, ARCHITECTURAL, AND ENVIRONMENTAL CHANGES AND IMPROVEMENTS UNDER A COMPREHENSIVE PROGRAM WAS DESIGNED TO REDUCE CRIME IN PUBLIC HOUSING AND AMELIORATE RELATED MANAGEMENT PROBLEMS.
