THIS ARTICLE SUGGESTS THAT A POLICE POLICY PLANNING AND COORDINATING STAFF, AND POLICE POLICY PLANNING AND COORDINATING STAFF ACADEMIES OFFER A LONG TERM COMPREHENSIVE APPROACH FOR IMPROVING THE POLICE SERVICE.
Abstract
AS THE MODERN POLICE EXECUTIVE IN THE U.S. FACES MORE AND MORE CHALLENGE AND FUNDAMENTAL PROBLEMS, SUITABLE TOOLS MUST BE INCLUDED IN THE INVENTORY OF RESOURCES SO THAT POLICE ACTIONS ARE PROACTIVE RATHER THAN REACTIVE. THE POLICE POLICY PLANNING AND COORDINATING STAFF (PPCS) IS A MANAGEMENT AND PLANNING BODY SIMILAR TO THE U.S. ARMY'S GENERAL STAFF. THE PPCS, COMPRISED OF FROM THREE TO THIRTY MIDDLE TO TOP MANAGEMENT OFFICERS, WOULD COORDINATE THE OPERATIONAL UNITS OF THE DEPARTMENT AND PROVIDE THE RANGE OF EXPERTISE FOR EFFECTIVE POLICY-MAKING AND PLANNING....MSP
