THIS REPORT FOCUSES ON THE OUTCOME MEASURES RELATED TO DELINQUENCY TO DETERMINE THE YOUTH SERVICES BUREAU'S EFFECTIVENESS IN PREVENTING AND REDUCING DELINQUENCY.
Abstract
THE REPORT FIRST FOCUSES ON PROBLEMS WITH USE OF OFFICIAL DATA, AND SHOWS HOW IT MAY NOT MEASURE WHAT IT IS SUPPOSED TO BE MEASURING. A DESCRIPTION IS GIVEN OF THE SAMPLE AND HOW THE DATA WAS COLLECTED. OUTCOME CATEGORIES FOR EACH BUREAU AND TOTAL BUREAUS ARE THEN GIVEN FOR SEVERAL DEFINITIONS OF RECIDIVISM ALONG WITH RECIDIVISM AND NEW DELINQUENCY RATES. THE DEFINITION OF RECIDIVISM CAN DETERMINE THE RECIDIVISM RATES. IN ADDITION, THE WAY ONE CHOOSES TO ANALYZE THE DATA(WITH OR WITHOUT CONTROLS FOR TIME, AMOUNT OF TIME CONTROLLED FOR, METHOD OF ANALYZING RATES, ETC.)
