THE ACT PRESENTED THE PROBATION AND AFTER-CARE SERVICE AN OPPORTUNITY TO ESTABLISH NEW COMMUNITY BASED TREATMENT PROJECTS WHICH COULD BE USED BY THE CRIMINAL COURTS AS VIABLE ALTERNATIVES TO IMPRISONMENT.
