THE HONG KONG DRUG ADDICTION TREATMENT CENTERS ORDINANCE, WHICH CAME INTO OPERATION IN JANUARY 1969, PROVIDES FOR THE REHABILITATION OF PERSONS FOUND GUILTY OF CRIMINAL OFFENSES WHO ARE SUFFERING FROM DRUG ADDICTION.
Abstract
TREATMENT INTERVENTION ONLY TAKES PLACE FOLLOWING A FINDING OF GUILT AND PROVIDING THAT THE COURT IS SATISFIED THAT IT IS IN THE INDIVIDUAL'S AND THE PUBLIC'S BEST INTEREST. THIS OPTION IS OPEN TO THE COURT IN LIEU OF IMPOSING ANY OTHER SENTENCE AND A CRIMINAL CONVICTION IS NOT RECORDED UNLESS THE COURT SO ORDERS. A PERSON CAN BE DETAINED IN AN ADDICTION TREATMENT CENTER FOR NOT LESS THAN SIX MONTHS AND NOT MORE THAN 18 MONTHS FROM THE DATE OF THE DETENTION ORDER. THE TREATMENT PROGRAM IS CARRIED OUT IN A DRUG-FREE, NON-HOSPITAL ORIENTED SETTING AND INVOLVES A REGULAR DAILY ROUTINE COUPLED WITH WORK OUTSIDE THE CENTER PERIMETERS MAINLY OF A PHYSICAL NATURE. TRIAL PERIODS OF ABSENCE FORM THE CENTER AND A TWELVE-MONTH AFTERCARE PERIOD ARE ALSO PART OF THE PROGRAM. SINCE THE INTRODUCTION OF THE PROGRAM, SOME 8,296 MEN AND 342 WOMEN HAVE BEEN DISCHARGED FROM THE TREATMENT CENTERS. THE DRUG-FREE RATE AT THE END OF THE ONE-YEAR FOLLOW-UP AFTER RELEASE STANDS AT 59.92 PERCENT FOR MEN AND 69.69 PERCENT FOR WOMEN. ON THE BASIS OF A TEN PERCENT SAMPLE FOLLOWED UP FOR THREE YEARS, THE FIGURE STANDS AT 40.13 PERCENT FOR MEN.
