ALTHOUGH CONTINUING ARGUMENTS SURROUND THE SEARCH FOR ALTERNATIVES TO CORRECTIONAL POLICIES, THE AUTHOR BELIEVES THAT SUCH CONFLICTS CAN BE CONSTRUCTIVE.
Abstract
HE ASCRIBES THE POTENTIAL FOR FUTURE CONFLICT TO THE REDUCTION OF INMATE OPPORTUNITIES FOR MEANINGFUL EMPLOYMENT; THE FUTILITY OF MOST TREATMENT PROGRAMS UNDER THESE CIRCUMSTANCES; PUBLIC PRESSURE FOR POLICY EVALUATION; AND THE POSSIBILITY THAT 90 PERCENT OF PRISONERS COULD BE SAFELY RELEASED FROM PENITENTIARY CONFINEMENT, WITH THE REMAINDER HELD IN FACILITIES THAT WOULD BE MUCH SMALLER AND DIFFERENT FROM THOSE NOW IN USE. ALSO CONTAINED IN THE PAPER IS A DEFENSE OF THE OPINION THAT COMMUNITY BASED CORRECTIONAL PROGRAMS SHOULD DRASTICALLY MODIFY OR REPLACE TRADITIONAL MODES OF CONFINEMENT, AS SUGGESTED BY THE NATIONAL ADVISORY COMMISSION ON CRIMINAL JUSTICE STANDARDS AND GOALS.
