DURING THE FIRST SUMMER SESSION OF 1975, THE DEPARTMENT OF PUBLIC ADMINISTRATION AT THE UNIVERSITY OF ARIZONA OFFERED A STUDY-TOUR OF VARIOUS CORRECTIONAL INSTITUTIONS AND PROGRAMS IN THE STATE OF CALIFORNIA.
Abstract
EACH STUDENT WAS EXPOSED TO THE SOCIAL AND ORGANIZATIONAL STRUCTURE OF THE VARIOUS PROGRAMS AND INSTITUTIONS INSPECTED AND WAS ALSO AFFORDED SOME OPPORTUNITY TO EVALUATE THE UNDERLYING PHILOSOPHY OF THE PARTICULAR INSTITUTIONS AS WELL AS AN ACQUAINTANCE WITH THE WORKINGS OF THEIR ADMINISTRATIVE SYSTEMS. THE GROUP VISITED ADULT CORRECTIONAL INSTITUTIONS WHICH RANGED FROM MINIMUM TO MAXIMUM SECURITY; JUVENILE CORRECTIONAL INSTITUTIONS AT DIFFERENT LEVELS OF SECURITY; COUNTY DETENTION FACILITIES FOR BOTH ADULTS AND JUVENILES VARYING IN PHILOSOPHY, PHYSICAL STRUCTURE AND POPULATION; ATASCADERO STATE HOSPITAL, AN INSTITUTION UNDER THE CONTROL OF THE CALIFORNIA STATE DEPARTMENT OF HEALTH; AND THREE FEDERAL FACILITIES WHOSE DATES OF CONSTRUCTION RANGED FROM THE LATE 1940'S TO THE MID-1970'S. THIS REPORT DESCRIBES THE ADMINISTRATION, OPERATION, ORGANIZATION, AND TREATMENT ORIENTATION OF THESE 22 CALIFORNIA FACILITIES STUDIED.
