THE LOS ANGELES PROGRAM FOR REDUCING FALSE ALARMS, WHICH IS OUTLINED IN A CITY ORDINANCE ENACTED IN 1973, IS DESCRIBED IN THIS ARTICLE.
Abstract
THE STATUTE REQUIRES ALARM USERS TO OBTAIN AN ANNUAL POLICE PERMIT AND PROVIDES FOR REVOCATION OF A PERMIT WHEN AN EXCESS OF FOUR FALSE ALARMS OCCUR WITHIN ANY FOUR WEEK PERIOD. THE ACTUAL ENFORCEMENT PROGRAM WAS DESIGNED TO OFFER A THREE PHASE, GRADUATED SANCTION APPROACH. THE PROGRAM HAS BEEN EFFECTIVE IN REDUCING FALSE ALARMS AND ELIMINATING SPECIFIC PROBLEMS IN THE CITY OF LOS ANGELES....EB
