THE PILOT PROGRAM WAS DESIGNED TO DETAIL THE ANALYSES PERTINENT TO THE DEVELOPMENT OF A CRIMINAL ORIENTED DATA COLLECTION METHODOLOGY SERVING THE NEEDS OF THE FLORIDA SUPREME COURT AND STATE-LEVEL CRIMINAL JUSTICE AGENCIES.
Abstract
FROM THESE ANALYSES A COURSE OF ACTION WAS TO BE RECOMMENDED ASSOCIATED WITH THEIR APPLICATION TO THE CRIMINAL JUSTICE COMMUNITY AND THE COURTS. THE PILOT PROGRAM CONCENTRATED ITS EFFORTS ON FOUR MAJOR TASKS. TASK ONE, A REQUIREMENTS ANALYSIS, CENTERED ON THE IDENTIFICATION OF INFORMATIONAL NEEDS OF THE SUPREME COURT AND STATE-LEVEL CRIMINAL JUSTICE AGENCIES. TASK TWO, A PILOT PROGRAM, CENTERED ITS EFFORTS ON THE ACTUAL TEST OF THREE POSTULATES FOR THE COLLECTION OF INFORMATION - THE ENHANCEMENT OF THE EXISTING CASE DISPOSITION REPORTING SYSTEM, THE DEVELOPMENT OF A UNIFORM CRIMINAL PROGRESS DOCKET, AND SAMPLING. THE THIRD TASK, A BENEFIT/COST ANALYSIS, INVOLVED THE EXAMINATION OF EACH OF THE ALTERNATIVES TESTED. A SYSTEMS DESIGN, THE LAST TASK, REFLECTED THE SYSTEM BELIEVED TO BE THE MOST PRACTICAL OF THOSE EXAMINED. IN ADDITION TO THE ABOVE TASKS, MUCH EFFORT WAS EXPENDED IN WORK WITH THE AUTOMATED COUNTY COURT SYSTEMS IN THE STATE AS WELL AS ON THE DEVELOPMENT OF STANDARDIZED DATA ELEMENTS FOR THE PILOT PROGRAM. FOR THE PURPOSE OF CLARITY AND EASY REFERENCE, THIS REPORT IS DIVIDED INTO TWO BOOKS. BOOK ONE CONTAINS THE GENERAL NARRATIVE WHICH RELATES TO ALL OF THE TASKS COMPLETED.
