THE STUDY DEFINES THE RESULTS DESIRED FROM THE COURT SYSTEM, PRESENTS STANDARDS WHICH MAY BE USED TO EVALUATE THE PERFORMANCE OF THE SYSTEM, AND DESCRIBES ALTERNATIVES FOR ACHIEVING THE STANDARDS.
Abstract
THE STANDARDS INCLUDED IN THE REPORT WERE DEVELOPED BY MORE THAN 120 RESIDENTS FROM THROUGHOUT THE STATE, COMPOSED OF A CROSS-SECTION OF JUSTICE SYSTEM PARTICIPANTS AND THE PUBLIC. WHILE THE REPORT IS NOT A CONSENSUS STATEMENT, IT DOES REPRESENT A SYNTHESIS OF OPINIONS FROM THROUGHOUT THE STATE. EACH OF THE SIXTEEN TOPIC AREAS IN THE REPORT INCLUDES AN INTRODUCTION, STATEMENT OF STANDARDS, COMMENTARY TO EACH STANDARD, A DISCUSSION OF ALTERNATIVE APPROACHES, AND A BIBLIOGRAPHY. THE INTRODUCTION DESCRIBES: PURPOSES TO BE ACHIEVED BY THE TOPIC AREA, AN HISTORICAL PERSPECTIVE, AND MAJOR NATIONAL TRENDS IN THE TOPIC AREA. THE COMMENTARY FOLLOWING EACH STANDARD CONSISTS OF RESULTS DESIRED FROM THE STANDARD, A DESCRIPTION OF PRESENT PRACTICE AND STATUS IN THE STATE RELATING TO THE STANDARD, AND A REVIEW OF ALTERNATIVE APPROACHES FOR ACCOMPLISHING THE STANDARD.
