THE PAPER PRESENTS A MODEL THAT OFFERS A VALIDATED APPROACH TO COMPREHENSIVE PLANNING THAT WILL ENABLE CURRENT AGENCIES AND INSTITUTIONS TO BE TRANSFORMED INTO A MORE EFFECTIVE CRIMINAL JUSTICE SYSTEM.
Abstract
IN TERMS OF OVERALL PLANNING CONCEPTS, THE MODEL RECOGNIZES TWO GENERAL SERVICE DELIVERY SYSTEMS: A REGIONAL SYSTEM IN WHICH CORRECTIONAL PROGRAMS AND FACILITIES ARE CENTRALIZED FOR A MULTICOUNTY OR CITY-COUNTY AREA; AND A NETWORK SYSTEM IN WHICH PROGRAMS AND FACILITIES ARE DISPERSED TO ACCOMMODATE METROPOLITAN AREAS. THE MASTER PLAN PROVIDES FOR INTAKE SERVICE CENTERS, COMMUNITY CORRECTIONAL CENTERS, AND HIGH-SECURITY FACILITIES FOR MULTIPLE RECIDIVISTS. INTAKE CENTERS WOULD BE ESTABLISHED BY THE STATE TO SCREEN ALL YOUTH AND ADULTS REFERRED BY POLICE AND PUBLIC AND PRIVATE AGENCIES FOR THE PURPOSES OF DIVERTING AS MANY AS POSSIBLE FROM THE CRIMINAL JUSTICE SYSTEM AND REFERRING TO THE APPROPRIATE COURT THOSE FOR WHOM COURT ACTION IS DEEMED NECESSARY. ONLY AFTER A THOROUGH EXAMINATION OF ALTERNATIVES TO DETENTION DOES THE CENTER PROVIDE FOR THE DETENTION OF PERSONS IN A PHYSICAL ENVIRONMENT CONDUCIVE TO THEIR TOTAL WELL-BEING. FUNCTIONS OF THE COMMUNITY CORRECTIONAL CENTERS WOULD BE AS FOLLOWS: PROVIDE CONTROL THAT OFFERS TREATMENT PROGRAMS FOR DIFFERENTIATED TYPES OF OFFENDERS; EDUCATE THE PUBLIC AND INVOLVE IT IN REHABILITATION; AND PROVIDE FOR LONG-TERM PRETRIAL DETENTION, DETENTION OF SENTENCED MISDEMEANANTS, AND SELECTED FELONY OFFENDERS REQUIRING LOW- AND MEDIUM-SECURITY CONSIDERATIONS. THE PRINCIPAL FEATURE OF THE HIGH-SECURITY PROGRAM IS TO OFFER A SAFE, THERAPEUTIC MILIEU IN WHICH INDIVIDUALS ARE GIVEN THE OPPORTUNITY TO EXPRESS THEIR INNER DRIVES AND INNATE ABILITIES, RATHER THAN TO PROVIDE THEM WITH THE TRADITIONAL TRAINING AND INSTRUCTION PROGRAMS SO CHARACTERISTIC OF PRESENT PRISON PRACTICES. PROGRAM ACTIVITIES WOULD INCLUDE INTENSIVE STAFF AND CLIENT INTERACTION, REALITY CONFRONTATION AND TESTING, FREE DISCUSSIONS, AND COMMUNITY AND GROUP ACTIVITIES....RCB
