Abstract
IN ESSAY FORM THIS REPORT DESCRIBES SOME OF THE INSTITUTE'S EFFORTS TO FULFILL ITS CONGRESSIONAL MANDATE -- 'TO ENCOURAGE RESEARCH AND DEVELOPMENT TO IMPROVE AND STRENGTHEN LAW ENFORCEMENT AND CRIMINAL JUSTICE.' INCLUDED IS A DISCUSSION OF COMMUNITY BASED RESEARCH ACTIVITIES, A DESCRIPTION OF EXPERIMENTATION THAT IS BEING DONE WITH DEFENSIBLE SPACE CONCEPTS, AND A REVIEW OF POLICE OPERATIONS STUDIES. ALSO COVERED ARE THE FOLLOWING RESEARCH TOPICS: STREAMLINING THE COURTS, LEGAL SERVICES FOR THE INDIGENT, RETURNING THE OFFENDER TO SOCIETY, AND COST-EFFECTIVENESS STUDIES.
