THE STUDY RECOMMENDS A COMMITTED INVOLVEMENT OF THE REHABILITATION COMMISSION IN SERVICES TO HANDICAPPED PUBLIC OFFENDERS AND IDENTIFIES SERVICE AND STAFFING NEEDS ALONG WITH AN IMPLEMENTATION TIME-TABLE.
Abstract
IT IS RECOMMENDED THAT SPECIALTY COUNSELORS BE USED IN SERVICING PUBLIC OFFENDERS, ALTHOUGH IN MANY CASES IT WOULD BE ON A PART-TIME BASIS. EVEN PART-TIME COUNSELORS, HOWEVER, WOULD UNDERGO IN-SERVICE TRAINING REGARDING THE SPECIAL NEEDS AND PROBLEMS OF THE OFFENDER. A CAREER LADDER FOR COUNSELORS IS URGED. A COMPLETE PSYCHIATRIC AND MEDICAL EXAMINATION FOR EACH OFFENDER IS DEEMED ESSENTIAL FOR PROPER TREATMENT. ORGANIZATIONAL AND FISCAL RECOMMENDATIONS ARE OFFERRED, AND GENERAL POLICY AND PROCEDURAL DIRECTIONS ARE PRESENTED. THE USE OF SUPPORT PERSONNEL, TRAINING FOR THE OFFENDER ALONG WITH JOB PLACEMENT AND FOLLOW-UP ARE DISCUSSED. THERE IS ALSO A RECOMMENDATION FOR IMPROVED STATISTICAL REPORTING. A REGIONAL APPROACH TO THE TASK IS SUGGESTED, AND THE SPECIAL STAFFING AND PROGRAM NEEDS OF EACH REGION ARE TREATED....RCB
