THE REPORT ASSESSES THE NON-SECURE FACILITIES BED-SPACE NEEDS ON A COUNTY-BY-COUNTY BASIS AND DISCUSSES THE IMPLEMENTATION OF NON-SECURE DETENTION PROGRAMMING IN EACH COUNTY.
Abstract
FINDING THAT UNNECESSARILY HIGH NUMBERS OF YOUTH ARE HELD IN SECURE DETENTION, IT IS RECOMMENDED THAT THE GREATER PROPORTION OF DETAINED JUVENILES BE HELD IN NON-SECURE PROGRAMS. FURTHER, IT IS SUGGESTED THAT A STATEWIDE POLICY BE ESTABLISHED REQUIRING THAT ALL STATUS OFFENDERS REMANDED TO DETENTION BE PLACED IN NON-SECURE DETENTION PROGRAMS. SINCE THERE IS A CLEAR INDICATION THAT SEPARATE NON-SECURE FACILITIES ARE FINANCIALLY IMPRACTICAL IN A MAJORITY OF THE COUNTIES IN THE STATE, IT IS URGED THAT A MORE FLEXIBLE AND DIVERSIFIED APPROACH TO DEVELOPING NON-SECURE PROGRAMS BE ADOPTED. BECAUSE OF THE VARIETY OF PROGRAMS EXISTING IN NON-SECURE DETENTION, IT IS RECOMMENDED THAT SPECIFIC LABELS BE ASSIGNED TO EACH TYPE OF PROGRAM, SO THE TYPE OF CARE WILL BE CLEARLY IDENTIFIED. THE EXPANSION AND REFINING OF THE DATA COLLECTION SYSTEM IS URGED, ALONG WITH THE DEVELOPMENT OF A FACILITY MONITORING SYSTEM. FINDING THAT THE SYSTEMS ARE LESS ACCOUNTABLE AFTER COURT HOURS, IT IS SUGGESTED THAT EACH COUNTY DESIGNATE AN INTAKE OFFICIAL TO BE RESPONSIBLE FOR SCREENING DETENTION ADMISSIONS AFTER COURT HOURS. THE INCLUSION IN SOME COURT DOCUMENT OF SPECIFIC INFORMATION CONCERNING EACH DETENTION DECISION IS ALSO RECOMMENDED....RCB
