THIS BOOKLET PROVIDES THE MEANS FOR SCORING AND INTERPRETING THE QUESTIONNAIRE ON PAROLE BOARD DECISION-MAKING. PARTICIPANTS CAN VIEW THEIR DECISIONS WITH REFERENCE TO SIX VALUE SYSTEMS.
Abstract
THIS BOOKLET SERVES TO SCORE AND INTERPRET THE QUESTIONNAIRE ABOUT PAROLE BOARD DECISIONMAKING. CONSIDERATIONS IN DECISIONMAKING ARE SEPARATED INTO SIX BROADLY DEFINED VALUE SYSTEMS, EACH OF WHICH IN ITSELF INVOLVES A HIGHLY COMPLEX SERIES OF VALUES AND EXPECTATIONS. QUESTIONS USED IN THE SURVEY FOCUS ON TYPICAL CONCERNS IN EACH OF THESE CATEGORIES. THE SIX VALUE SYSTEMS ARE AS FOLLOWS: THE SANCTIONER, ORIENTED TOWARD EXACTING EQUITABLE PUNISHMENT FOR CRIMINAL OFFENSES; THE CONTROLLER, EMPHASIZING THE MAINTENANCE OF EXTERNAL CONTROLS ON THE OFFENDER TO PREVENT FURTHER CRIMINAL ACTS; THE TREATER, AIMING TO DEAL WITH THE OFFENDER SO AS TO CHANGE HIS CRIMINAL BEHAVIOR; THE REGULATOR, CONCERNED WITH EFFICIENT MANAGEMENT OF THE CRIMINAL JUSTICE SYSTEM; THE JURIST, EMPHASIZING CONFORMITY TO THE RULES OF DUE PROCESS; AND THE CITIZEN, REFLECTING A SENSITIVITY TO THE DESIRES OF CITIZENS AND OFFICIALS....RCB
