IMPROVING THE QUALITY OF CASES, PROVIDING SWIFT AND EFFECTIVE PROSECUTION OF 'TARGET' CRIME CASES, AND REDUCING THE INCIDENCE OF NEGOTIATED PLEAS IN CASES OF IMPACT CRIMES WERE THE GOALS OF THIS PROJECT.
Abstract
MOST OF THE GOALS WERE MET. DEVELOPMENT OF AN EFFECTIVE INVESTIGATORY EVIDENCE GATHERING POLICE FORCE, INTENSIVE TRAINING OF CLERICAL STAFF IN ALL FACETS OF CASE PREPARATION, AND THE CLOSE SUPERVISION OF CASE PROCESSING BY THE STAFF ATTORNEY WERE COMPONENTS OF THE PROGRAM. THE EVALUATION DESIGN FOR THE PROJECT WAS BASICALLY A BEFORE AND DURING TYPE, WITH THE ADDITION OF INSPECTING DATA FOR A COMPARISON GROUP OF CONCURRENT PROSECUTIONS IN THE MAIN OFFICE FOR EQUIVALENT CATEGORICAL OFFENSES. DATA WAS RETRIEVED FOR TWO-BASELINE YEARS BEFORE PROJECT IMPLEMENTATION - 1972 AND 1973 - AND COMPARED WITH THE PROJECT DATA FOR CALENDAR YEARS 1974 AND 1975. EVALUATION RESULTS FOCUS PRIMARILY ON THE OBJECTIVES AS STATED IN THE PROJECT PROPOSAL. IN MOST AREAS GOALS WERE REACHED OR SURPASSED, WITH SOME EXCEPTIONS FOR PARTICULAR TARGET OFFENSES....RCB
