THIS A COMPREHENSIVE OVERVIEW OF IOWA'S COMMUNITY CORRECTIONAL SYSTEM, OFFERING NARRATIVE AND STATISTICAL DATA ON THE STATEWIDE EXPANSION OF COMMUNITY CORRECTIONS PROGRAMS SNCE 1973.
Abstract
THE REPORT BEGINS WITH AN OUTLINE OF IOWA'S ENTIRE CORRECTIONAL SYSTEM, INCLUDING INFORMATION ON INSTITUTIONAL AS WELL AS COMMUNITY PROGRAMS. CHAPTER TWO EMPHASIZES THE RAPID GROWTH IN CORRECTIONAL POPULATIONS THAT HAS BEEN SEEN IN RECENT YEARS, PROVIDES PREVIOUSLY UNAVAILABLE INFORMATION ON COURT DISPOSITIONS AND COMMITMENT RATES, AND POINTS OUT A CHANGING SERIOUSNESS-PROFILE OF INSTITUTIONAL COMMITMENTS. NEXT, A LARGE QUANTITY OF CASELOAD, CLIENT-PROFILE, AND SERVICES INFORMATION IS PROVIDED ON A JUDICIAL DISTRICT AND PROJECT-BY-PROJECT BASIS. THE FOURTH CHAPTER ITEMIZES A VARIETY OF MEASURES OF CLIENT FAILURES FOR COMMUNITY CLIENTS LEAVING PROGRAMS DURING 1974 AND 1975, WITH ANALYSES OF CHANGES FROM 1974 TO 1975. FOLLOWING THIS, THE RESULTS OF A YEAR OF RESEARCH CONCERNING FACTORS ASSOCIATED WITH CLIENT OUTCOME ARE SUMMARIZED, INCLUDING RECOMMENDATIONS FOR IMPROVING THE HANDLING OF CERTAIN OFFENDER GROUPS. THE REPORT CONCLUDES WITH AN EXAMINATION OF NEW PRISON COMMITMENTS OF OFFENDERS AFTER RELEASE FROM PRISON, PAROLE, PROBATION, AND RESIDENTIAL CORRECTIONS.
