THESE STANDARDS CONCERN THE TASKS OF THE POLICE BOTH IN LARGE URBAN AREAS AND IN SMALLER COMMUNITIES AND ARE DESIGNED TO INCREASE UNDERSTANDING OF THE POLICE FUNCTION IN ORDER TO IMPROVE THE QUALITY OF ITS SERVICE.
Abstract
THE STANDARDS PRESENTED WERE DEVELOPED BY THE AMERICAN BAR ASSOCIATION (ABA) AND THE DRAFT WAS APPROVED IN 1973. THE VOLUME FIRST PRESENTS THE COMPLETE STANDARDS, WHICH CONCERN SUCH AREAS AS: MAJOR POLICE RESPONSIBILITIES; CRITERIA FOR LOCAL OBJECTIVES AND PRIORITIES; USE OF METHODS OTHER THAN THE CRIMINAL JUSTICE SYSTEM; THE EXERCISE OF POLICE DISCREATION; POLICE ACCOUNTABILITY; UNIONS AND POLITICAL ACTIVITY BY OFFICERS; RECRUITMENT AND TRAINING OF PATROL OFFICERS; THE CONTRIBUTION OF THE LEGAL PROFESSION IN DEVELOPING LOCAL POLICIES CONCERNING THE POLICE; MEASUREMENTS OF POLICE EFFECTIVENESS; AND RESEARCH. EACH IS THEN RESTATED INDIVIDUALLY AND IS FOLLOWED BY ABA COMMENTARY ON EACH ASPECT OF THE STANDARD. THE MEANING, PURPOSES, AND BACKGROUND OF THE STANDARD ARE DISCUSSED, ALONG WITH ITS IMPLICATIONS FOR POLICE POLICY AND ITS RELATIONSHIPS WITH OTHER STANDARDS. QUOTES FROM JUDICIAL DECISIONS, CASE EXAMPLES, AND HISTORICAL DOCUMENTS ARE CITED WHERE APPROPRIATE. A SELECTED BIBLIOGRAPHY IS APPENDED. (VDA)
