THIS ARTICLE ANALYZES WHETHER A NEW INTERPRETATION OF 'SELF-GOVERNING' WILL AND IN PREVENTION OF CRIME BY REPORTING ON THE USE OF LEAA FUNDS IN CITIZEN TRAINING IN CALIFORNIA FROM JULY 1974 TO SEPTEMBER 1976.
Abstract
THE LC (LIAISON CITIZEN) PROGRAM IS DESIGNED TO BRING ABOUT A RAPID AWARENESS OF PERSONAL IDENTITY AS RELATED TO REQUIREMENTS OF TEAM SELF-GOVERNING, AND AS RELATED TO GOVERNING-POLITICAL PATTERNS OF SOCIETY. THE TECHNIQUE AND METHOD IS TO HAVE TRAINEES PARTICIPATE IN A SERIES OF INTERVIEWS WHEREIN THEY PREPARE FOR 60 MINUTES; INTERVIEW A VISITOR FOR 90 MINUTES; RELAX FOR 30 MINUTES; AND REVIEW, ANALYZE AND DISCUSS FOR TWO HOURS. ADULTS MEET 5 HOURS A DAY, ONE DAY A WEEK FOR 12 WEEKS, FOR A TOTAL OF 60 HOURS. BY THE FIFTH TO SIXTH WEEK, EACH TRAINEE HAS BECOME ORIENTED AND GRASPS THE LC CONCEPT. BY THE END, SKILLED TEAMWORK IS BEING DEMONSTRATED, AND TRAINEES ARE CONSCIOUS OF DERIVING FULL BENEFIT FROM THEIR SESSIONS. DURING THE COURSE OF 60 HOURS OF TRAINING, EACH INDIVIDUAL DEVELOPS A CODE OF THINKING AND REACTING WHICH ENABLES HIM TO ADAPT AND TO FUNCTION WITHIN, VARYING GOVERNING SITUATIONS AT HOME, AT WORK, OR WHEREVER. FURTHER, EACH TRAINEE DEVELOPS DEEPER AND DEEPER INSIGHT INTO AMERICAN SOCIETY AND ITS VALUES AS CUMULATIVE THEMES DEVELOP IN INTERVIEW AFTER INTERVIEW. IN THIS MANNER, SOMETHING LIKE AN INNER COMPASS GROWS WITHIN EACH PERSON AND GIVES HIM A SENSE OF DIRECTION PERTAINING TO SOCIETY, TRANSLATED AS LEADERSHIP CAPACITY. (AUTHOR ABSTRACT)...ELW
