BEGINNING IN 1971, LEAA PROPOSED TO ESTABLISH TEN REGIONAL CRIMINAL JUSTICE 'CENTRES OF EXCELLENCE', LARGELY TO DEAL WITH THE ACUTE MANPOWER SHORTAGE FACING THE CRIMINAL JUSTICE PROFESSION.
Abstract
THIS ARTICLE PRESENTS SOME THOUGHTS ON THE IMMENSITY OF THIS UNDERTAKING, ON PRIORITIES, AND ON PROPOSED MODES OF PROCEEDING. THE PROPOSED REORIENTATION OF PROGRAMMES AND EFFORTS FOR TRAINING CRIMINAL JUSTICE SPECIALISTS AVOIDS WHO ARE MASTERS OF NO DISCIPLINE, ON THE ONE HAND, AND THE SATURATION OF THE PROFESSION WITH MONOPROFESSIONALS, ON THE OTHER. ON THE PROFESSIONAL LEVEL, IT ENVISAGES THE CRIMINOLOGICAL SPECIALIZATION OF MEMBERS OF ALL DISCIPLINES WHOSE EXPERTISE IS REQUIRED FOR THE MAXIMALLY EFFICIENT OPERATION OF THE CRIMINAL JUSTICE SYSTEM.
