THE CODE OF ETHICS, ORGANIZATION OF THE DEPARTMENT, PROCEDURES TO BE FOLLOWED IN THE FIELD, REPORTS TO BE FILED, AND SIMILAR OPERATIONAL DETAILS ARE COVERED. THE FINAL SECTION GIVES SALARY SCALES, LEAVE POLICIES, AND TRAINING REQUIREMENTS.
