GOALS OF THE NEW ENGLAND INSTITUTE OF LAW ENFORCEMENT MANAGEMENT (NEILEM) TRAINING PROGRAM ARE EXPLAINED AND THE FOUR EVALUATIVE APPROACHES USED TO ASSESS TRAINING ACTIVITIES ARE DESCRIBED.
Abstract
THE NEILEM COURSES ATTRACT LAW ENFORCEMENT SUPERVISORS AND COMMAND OFFICERS FROM FEDERAL, STATE, COUNTY, CITY, AND TOWN POLICE JURISDICTION THROUGHOUT THE U.S. ALL OF THE PROGRAMS EMPHASIZE EFFECTIVE INTERPERSONAL BEHAVIOR IN MANAGEMENT SITUATIONS, DEVELOPMENT OF A VARIETY OF HUMAN RELATIONS AND CONCEPTUAL SKILLS SPECIFIC TO POLICE WORK, UNDERSTANDING OF CONCEPTS, AND EMPATHETIC AWARENESS. AS AN EXAMPLE, IN THE MANAGERIAL BUDGETING PROGRAM EACH STUDENT MUST NOT ONLY PREPARE A BUDGET, BUT MUST ALSO 'SELL' HIS BUDGET TO THE REST OF THE CLASS. TO EVALUATE THE PROGRESS TRAINEES ACHIEVE IN REACHING THESE GOALS, NEILEM USES BEHAVIORAL SIMULATIONS, WRITTEN AND ORAL EXAMINATIONS, ATTENDANCE PATTERN ANALYSIS, AND PARTICIPANT FEEDBACK. BOTH THE BEHAVIORAL SIMULATIONS AND THE EXAMINATIONS SHOW THAT ABOUT 80 PERCENT OF STUDENTS GAIN A SOLID UNDERSTANDING OF THE MANAGERIAL CONCEPTS PRESENTED. ANALYSIS OF ATTENDANCE PATTERNS REVEALS THAT OVER 96 PERCENT OF OFFICERS ATTENDING OVER THE LAST FEW YEARS HAVE COME FROM LAW ENFORCEMENT JURISDICTIONS WHICH HAVE SENT PARTICIPANTS BEFORE. IN MANY OF THE PROGRAMS THE SAME OFFICERS RETURN FOR FURTHER TRAINING. THESE FACTORS, COMBINED WITH FAVORABLE PARTICIPANT FEEDBACK, INDICATE THAT HEAVILY PARTICIPATIVE APPROACHES USED IN THE CLASSROOM AND THE TOPICS COVERED ARE MEETING POLICE NEEDS.
