ONE REASON FOR THE DYSFUNCTIONAL ALLIANCE WITHIN THE CRIMINAL JUSTICE SYSTEM IS THE PAROCHIAL NATURE OF PERSONNEL TRAINING; INTEGRATED COURSES TO OVERCOME THIS PROBLEM ARE SUGGESTED.
Abstract
THE DEBATE ABOUT THE VALIDITY OF THE CONCEPT OF A CRIMINAL JUSTICE SYSTEM REFLECTS THE FACT THAT OFTEN THE ONLY COMMON LINK AMONG POLICE, COURTS, AND PROBATION AND PAROLE SERVICES IS THE OFFENDER. ONE OF THE MOST IMPORTANT REASONS FOR THIS DYSFUNCTION IS THE TRAINING, WHICH, FAR TOO OFTEN, GIVES PRACTITIONERS LITTLE REAL KNOWLEDGE AND UNDERSTANDING ABOUT THEIR COUNTERPARTS IN OTHER COMPONENTS OF THE SYSTEM. THEY ARE ALSO FREQUENTLY TAUGHT SPECIALIZED SKILLS THAT ARE MISTAKENLY BELIEVED TO BE UNIQUE. YET INVESTIGATIVE ABILITY, FOR EXAMPLE, IS IMPORTANT NOT ONLY TO THE POLICE DETECTIVE BUT ALSO TO THE PUBLIC DEFENDER. OTHER SKILLS HAVE WIDE APPLICATION. A SYSTEM OF INTEGRATED COURSES IS CHARTED TO END THIS PAROCHIAL APPROACH TO TRAINING AND IMPROVE THE INTERACTION OF THE CRIMINAL JUSTICE PROCESS AS A SYSTEM. SOCIAL SERVICE FUNCTIONS AVAILABLE FROM OTHER PUBLIC AGENCIES.
