Abstract
ECCP HARMONIZES THE LEGISLATIONS OF MEMBER STATES OF THE COUNCIL OF EUROPE RELATING TO CRIMINAL LAW AND STUDIES A LARGE NUMBER OF CRIMINAL PROBLEMS. THE PUBLICATION DELINEATES STUDIES IN THE AREA OF PENAL LAW AND PROCEDURE, PRISON REGULATION AND TREATMENT OF OFFENDERS, AND JUVENILE DELINQUENCY, AS THESE APPLY TO INTERSTATE COOPERATION AND SUBSTANTIVE LAW. FURTHER DISCUSSIONS DEAL WITH CRIMINOLOGICAL RESEARCH, IMPORTANT IN PLANNING MEMBER STATES' CRIMINAL POLICIES, AND WITH ECCP'S CONTACT WITH INTERNATIONAL BODIES. A CONFERENCE SPONSORED IN 1975 TO REVIEW 20 YEARS OF WORK CENTERED ITS DISCUSSIONS ON THE FOLLOWING TOPICS: THE NEED FOR PROTECTION IN THE AREAS OF VIOLENT CRIME, ECONOMIC CRIME, ENVIRONMENTAL OFFENSE, AND JUVENILE DELINQUENCY; THE NEED TO MODERNIZE CRIMINAL LAW AND TO PRESERVE GOOD RELATIONS BETWEEN THE PUBLIC AND AUTHORITY; THE ROLE OF THE POLICE, WHICH SHOULD BE EXPANDED BY MAKING THE POLICE PART OF A GENERAL PREVENTIVE SYSTEM; THE USE OF IMPRISONMENT ONLY AS A SECURITY MEASURE AGAINST DANGEROUS CRIMINALS AND CAREFUL CONSIDERATION OF ALTERNATIVES SUCH AS SEMIDETENTION AND PROBATION; AND THE EFFORT TO SHORTEN PRETRIAL DELAYS AND TO REDUCE THE LENGTH OF DETENTION PENDING TRIAL. OTHER DISCUSSIONS DEALT WITH IMPROVING COOPERATION BETWEEN POLICYMAKERS AND RESEARCHERS, AND ENLISTING PUBLIC SUPPORT AND ASSISTANCE IN THE FIELD OF CRIMINAL JUSTICE.
