Abstract
PART I DESCRIBES GOALS AND OBJECTIVES AND A PROPOSED ADMINISTRATIVE FRAMEWORK FOR CONSIDERATION BY THE GENERAL ASSEMBLY. PART II SETS FORTH APPROACHES TO ACHIEVING COMPLETENESS AND ACCURACY, LIMITS ON DISSEMINATION, AUDITS, SECURITY, AND INDIVIDUAL RIGHT OF ACCESS. SOME OF THE PROCEDURES PRESENTED REQUIRE LEGISLATION; OTHERS WOULD BE DECLARED AS RULES OR REGULATIONS BY A LEGISLATIVELY EMPOWERED REGULATORY AGENCY. PART III, A SCHEDULE OF MAJOR MILESTONES, REFLECTS THE IMPLEMENTATION DATES FOR ADMINISTRATIVE PROVISIONS AND OPERATIONAL PROCEDURES. PART IV DESCRIBES THE RESPONSIBILITIES OF THE INVOLVED AGENCIES FOR IMPLEMENTATION.
