Abstract
THE REPORT OPENS WITH A SUMMARY OF THE DEPARTMENT'S ACTIVITIES FOR THE YEAR, WITH EMPHASIS ON PROGRAMS EMPHASIZING COMMUNITY INVOLVEMENT IN CRIME REDUCTION. ONE SUCH PROGRAM, A TEAM EXPERIMENT IN AREA MOBILIZATION, WAS AIMED AT PROVIDING CITIZENS OF A SELECTED GEOGRAPHIC AREA WITH THE ADVANTAGES OF A SMALL-TOWN POLICE FORCE PLUS THE RESOURCES OF A LARGE POLICE DEPARTMENT. THE DEPARTMENT'S ACCOMPLISHMENTS ARE NOTED RELATIVE TO THE FOLLOWING OBJECTIVES: MAINTAIN EMERGENCY RESPONSE TIME AT 5 MINUTES AND NONEMERGENCY RESPONSE TIME AT 15 MINUTES; INCREASE THE NUMBER OF NARCOTIC OFFENSES CHARGED; INCREASE PROSECUTION-ORIENTED INVESTIGATIONS IN BUSINESS FRAUD AND OTHER ORGANIZED CRIMINAL ACTIVITY; AND FOSTER IMPROVED RELATIONSHIPS BETWEEN POLICE OFFICERS AND CITIZENS. ACTIVITIES ARE SUMMARIZED FOR THE FOLLOWING AREAS: PATROL; CRIMINAL INVESTIGATIONS; SPECIAL OPERATIONS; SPECIAL INVESTIGATIONS; TRAFFIC; COMMUNICATIONS; INFORMATION; LABORATORY; COMMUNITY RELATIONS; PROPERTY MANAGEMENT; TRAINING; RESEARCH AND DEVELOPMENT; RESERVES; EMPLOYMENT SERVICES; INSPECTIONAL SERVICES; AND FISCAL MANAGEMENT. STATISTICS ON PERSONNEL, BUDGET, CRIME INDEX OFFENSES, ARRESTS, NARCOTIC SEIZURES, ASSAULTS ON OFFICERS, DOLLAR LOSSES FROM CRIME, TRAFFIC INCIDENTS, RESPONSE TIMES, AND OTHER ASPECTS OF POLICE OPERATIONS ARE PRESENTED FOR 1976, 1975, AND, IN SOME TABLES, OTHER YEARS.
