THIS MANUAL PRESENTS GUIDELINES FOR THE DEVELOPMENT OF PROCEDURES TO EFFECTIVELY HANDLE THE BOMB INCIDENT.
Abstract
ADDRESSING PUBLIC SAFETY PERSONNEL, CHAPTER ONE OFFERS A FRAMEWORK FOR THE ANALYSIS OF BOMB INCIDENTS, INCLUDING BACKGROUND, POLICY CONSIDERATIONS, AND PERSONNEL SKILL REQUIREMENTS. CHAPTER TWO, DEALING WITH BOMB SECURITY PLANNING AND PRODURES, PRESENTS BASIC CONCEPTS ON WHICH THE PLANNING OF SECURITY MEASURES FOR THE PREVENTION OF BOMBING ATTACKS SHOULD BE BASED, AND IDENTIFIES AND DISCUSSES SECURITY MEASURES THAT CAN BE TAKEN TO REDUCE THE RISK OF A BOMBING ATTACK. CHAPTER THREE IS DEVOTED TO THE DEVELOPMENT AND EXECUTION OF THE BOMB INCIDENT PLAN AND RECOMMENDS THE ACTION TO BE TAKEN UPON RECEIPT OF A BOMB THREAT OR THE FINDING OR DETONATION OF AN EXPLOSIVE OR INCENDIARY DEVICE. CHAPTER FOUR PRESENTS GUIDELINES FOR ESTABLISHING MAIL ROOM PROCEDURES TO BE EMPOYED AGAINST POSTAL BOMBS. THE FINAL CHAPTER DICUSSES TRANSPORTATION, STORAGE, AND DESTRUCTION OF BOMB MATERIALS DURING INVESTIGATIONS. THE INFORMATION, GUIDELINES, AND PRECAUTION CONTAINED IN THIS CHAPTER ARE INTENDED TO SERVE AS BACKGROUND INFORMATION FOR TRAINING
