THE OPERATIONAL PROCEDURES, MANAGEMENT SYSTEMS, AND PROJECT RELATIONS OF FOUR VOLUNTEER PROGRAMS SERVING YOUTHS ARE DESCRIBED IN A SYSTEMS-ORIENTED REPORT.
Abstract
THE FOUR PROGRAMS, SELECTED FROM A LIST OF VOLUNTEER EFFORTS IDENTIFIED BY JUVENILE COURTS THROUGHOUT PENNSYLVANIA, REFLECT MODEL APPROACHES TO VOLUNTEER PROGRAM FUNCTIONING. EACH PROGRAM DESCRIPTION INCLUDES AN OUTLINE OF RECRUITMENT, ORIENTATION, TRAINING, SCREENING, VOLUNTEER-CLIENT MATCHING, JOB DESCRIPTION, AND SUPERVISION PROCEDURES. THE SERVICES PERFORMED BY THE VOLUNTEERS ARE IDENTIFIED. PROJECT MANAGEMENT SYSTEMS -- OBJECTIVES, PROJECT STAFFING, STAFF SUPERVISION AND PERFORMANCE EVALUATION, JOB DESCRIPTIONS, PROGRAM EVALUATION -- ARE DESCRIBED. COMMUNITY RESOURCES, PUBLIC RELATIONS TECHNIQUES, METHODS OF INVOLVING PARENTS, AND EFFORTS TO DEVELOP COLLABORATIVE RELATIONSHIPS WITH COURT AND REFERRAL AGENCY PERSONNEL ARE DISCUSSED. RECOMMENDATIONS FOR IMPROVING EACH PROGRAM ARE INCLUDED. THE PROGRAMS ARE THE PHILADELPHIA COUNTY VOLUNTEER PROGRAM (URBAN), ERIE COUNTY VOLUNTEERS IN PROBATION (URBAN-SUBURBAN), LANCASTER COUNTY VOLUNTEERS IN PROBATION AND PAROLE (URBAN-RURAL), AND WASHINGTON COUNTY VOLUNTEERS IN PROBATION, INC. (RURAL). AMONG THE SERVICES PERFORMED BY PROGRAM VOLUNTEERS ARE ONE-TO-ONE WORK WITH YOUTHS, RECREATION PROGRAMMING, DETENTION HOME VISITATION, TRANSPORTATION, ADMINISTRATIVE AND CLERICAL DUTIES, RESOURCE DEVELOPMENT, FOSTER PARENTING, TUTORING, POLICYMAKING, AND COURT ASSISTANCE. FORMS USED BY THE PROGRAMS, MANUALS, AND OTHER SUPPORTING DOCUMENTS ARE APPENDED.
