VOLUNTEER PROGRAMS IN OPERATION THROUGHOUT EUROPE ARE DISCUSSED, AND THE CRITERIA FOR MAKING USE OF VOLUNTEER SERVICES ARE CONSIDERED.
Abstract
A CONGRESS ON THE PARTICIPATION OF VOLUNTEERS IN THE WORKINGS OF JUSTICE AND IN THE TREATMENT OF OFFENDERS WAS HELD IN LONDON FROM DECEMBER 13-17, 1976 UNDER THE AUSPICES OF A PRIVATE ENGLISH ORGANIZATION, THE NATIONAL ASSOCIATION FOR THE CARE AND RESETTLEMENT OF OFFENDERS (NACRO). PRESENTATIONS COVERED FIVE CATEGORIES: THE TREATMENT OF OFFENDERS, EMPLOYMENT, HOUSING, INSTRUCTION, AND THE ADMINISTRATION OF JUSTICE. THIS ARTICLE SUMMARIZES PROGRAMS RELATED TO EACH OF THESE MAJOR HEADINGS WHICH HAVE BEEN CARRIED OUT IN DENMARK, THE NETHERLANDS, ENGLAND, AND FRANCE (SEVERAL OF THE ENGLISH PILOT PROJECTS WERE SPONSORED BY NACRO). CONDITIONS FOR GOOD USAGE OF VOLUNTEERS CITED INCLUDE: DISTINGUISHING BETWEEN DIFFERENT TYPES OF VOLUNTEERS (I.E., THOSE WITH PROFESSIONAL EXPERTISE, THOSE WHO SIMPLY OFFER THEIR TIME AND ENERGY, AND THOSE SEEKING TO FILL A VOID IN THEIR OWN LIVES) AND THEN DETERMINING WHERE THEY COULD BE OF MOST SERVICE; MOTIVATING AND ORGANIZING VOLUNTEER SERVICES; AND ASSURING THAT ALL RESPONSIBILITY IS NOT RELEGATED SOLELY TO THE PROFESSIONALS BY ALLOWING THE VOLUNTEER CONTINGENT TO HAVE SOME SAY IN THE PROGRAM. -- IN FRENCH.
