CONTROLLING TERRORISM WITH LASTING SUCCESS REQUIRES MEASURES BASED ON AN EXTENDED, ALL-ENCOMPASSING STRATEGIC AND TACTICAL CONCEPT.
Abstract
A PSYCHOLOGICALLY EXPLORATIVE, SOCIAL AND SOCIOLOGICAL, AND HISTORICAL EXAMINATION OF THE ORIGINS AND CONTRIBUTING FACTORS IS INDICATED. THE EFFECTS OF OTHER COUNTRIES' PROBLEMS ON THE DOMESTIC SCENE WILL PLAY AN IMPORTANT ROLE IN THIS CONSIDERATION, AS WILL THE POLITICAL-SOCIAL AND ABOVE ALL HUMAN CLIMATE WHICH GERMANY'S YOUTH IS EXPERIENCING. THE NECESSARY PROTECTION OF PERSONS AND OBJECTS MUST BE CONTINUALLY DEVELOPED AND REFINED IN THE ANALYSIS AND FORECASTING OF TERRORIST TACTICS. CLEARLY DEFINED LEGAL BASES ARE DESIRABLE FOR THIS PROCESS. IMPROVED METHODS IN SEARCHING SUSPECTS WITH THE AID OF THE PUBLIC ARE ALSO NEEDED. GERMAN TERRORISM CANNOT BE VIEWED SOLELY AS A DOMESTIC PROBLEM, ALTHOUGH A CERTAIN SEPARATION FROM FOREIGN TERRORISTS IS NOT TO BE EXCLUDED. IT IS NOTED THAT THE CONTROL OF TERRORISM IS NOT POSSIBLE WITHOUT TAKING MEASURES AGAINST SYMPATHIZERS. (AUTHOR ABSTRACT MODIFIED). -- IN GERMAN.
