THE PROJECT SOUGHT TO PLAN, DESIGN, AND DEVELOP AN IMPROVED SERVICE DELIVERY SYSTEM FOR THE CUSTODY, CONTROL, CARE, AND REHABILITATION OF JAIL INMATES.
Abstract
THE DIAGNOSIS, CLASSIFICATION, AND TREATMENT (DCT) STAFF SET OUT TO PROVIDE A CLASSIFICATION SYSTEM WHICH MET THE MANDATES OF THE LAW AND AN EXAMINATION AND EVALUATION OF EXISTING PROGRAMS AND SERVICES, AS WELL AS A MODEL FOR MORE EFFICIENTLY AND EFFECTIVELY COORDINATING SERVICES AND PROGRAMS. THE MAJOR ASPECTS OF THE PROGRAM WERE THE DEVELOPMENT OF A CLASSIFICATION MODEL, ASSESSMENT OF PRISONER CARE STANDARDS, EVALUATION OF EXISTING SERVICES, ASSESSMENT REGARDING PRISONER POPULATION NEEDS, AND ESTABLISHMENT OF TRAINING PROGRAMS WHICH WOULD ENCOURAGE THE STAFF OF THE SHERIFF'S OFFICE TO PARTICIPATE MORE FULLY IN THE PROJECT'S GOALS AND OBJECTIVES. THE ACHIEVEMENT OF THESE GOALS WOULD MEET THE REQUIREMENTS FOR CARE, CUSTODY, AND CONTROL OF THE ADJUDICATED AND PREADJUDICATED PRISONER. PART I OF THE REPORT EXPLORES THE PRETRIAL JAIL PHASE (OR MAIN JAIL OPERATION) IN RELATION TO DIAGNOSIS, CLASSIFICATION (WITH THE NEWLY IMPLEMENTED DESIGN), AND TREATMENT (WITH A SUGGESTED PRESCRIPTION FOR CHANGE). PART II EXPLORES THE POSTCONVICTION OR SENTENCED TO COUNTY JAIL PHASE (FOCUSING ON THE ELMWOOD OPERATION) IN RELATION TO DIAGNOSIS, CLASSIFICATION (A NEWLY IMPLEMENTED DESIGN), AND TREATMENT (WITH SUGGESTED PRESCRIPTION FOR CHANGE).
