GUIDELINES ARE PRESENTED TO ASSIST BUSINESS EXECUTIVES, INDUSTRIES, AND OTHER ORGANIZATIONS IN COMBATING TERRORIST CRIME.
Abstract
THE PREVENTIVE MEASURES OUTLINED DEAL PRIMARILY WITH THE SAFETY OF INDIVIDUAL EXECUTIVES AND THEIR FAMILIES. THE MEASURES ARE INTENDED TO MINIMIZE THE RISK OF TERRORIST ATTACKS BY ENCOURAGING AWARENESS OF PREVENTIVE ACTIONS THAT CAN REDUCE OR DETER SUCH ATTACKS. CHARACTERISTICS COMMON TO MOST TERRORIST ACTS ARE NOTED. IT IS RECOMMENDED THAT COMPANIES ASSIGN PRIMARY RESPONSIBILITY FOR INSTITUTING SECURITY MEASURES TO A SINGLE MEMBER OF MANAGEMENT. THE IMPORTANCE OF LIAISON BETWEEN BUSINESSES AND LAW ENFORCEMENT AGENCIES IS STRESSED. SPECIFIC COUNTERMEASURES ARE SUGGESTED RELATIVE TO OFFICE AREA PROTECTION (E.G., LIMITING ACCESS TO OFFICES, SCREENING INCOMING MAIL, ESTABLISHING VISITOR CONTROLS); PERSONAL PROTECTION FOR INDIVIDUAL EXECUTIVES (MAINTAINING A LOW PROFILE, AVOIDING ROUTINES, RECOGNIZING SURVEILLANCE); RESIDENTIAL AND FAMILY PROTECTION FOR EXECUTIVES; AND PROTECTION WHILE TRAVELING. STEPS TO BE TAKEN TO PREVENT KIDNAPPING AND IN THE EVENT OF A KIDNAPPING OR EXTORTION ATTEMPT ARE NOTED. THE NEED FOR BUSINESS ORGANIZATIONS TO ASSESS THEIR VULNERABILITY TO TERRORIST ATTACK IS DISCUSSED. A CHECKLIST FOR USE IN TELEPHONE CONVERSATIONS WITH KIDNAPPERS AND OTHER EXTORTIONISTS IS PROVIDED, AS IS A SAMPLE BIOGRAPHICAL DATA SHEET TO BE COMPLETED FOR KEY BUSINESS EXECUTIVES.
