STANDARDS TO GUIDE THE DEVELOPMENT AND OPERATION OF ADULT CORRECTIONAL FACILITIES IN UTAH ARE PRESENTED.
Abstract
UTAH'S SINGLE PRISON INCLUDES FOUR HOUSING UNITS -- MAXIMUM, MEDIUM, MINIMUM, AND WOMEN'S -- AND A DIAGNOSTIC UNIT LOCATED IN THE MINIMUM-SECURITY BUILDING. THE UTAH PRISON STANDARDS INCORPORATE SUBSTANTIAL REVISIONS TO NATIONAL STANDARDS, WHICH ARE DIRECTED PRIMARILY TO STATES HAVING MORE THAN ONE PRISON. THE STANDARD CONCERNING THE PLANNING OF NEW CORRECTIONAL INSTITUTIONS IDENTIFIES THE FOLLOWING PLANNING CONSIDERATIONS: THE PURPOSE OF THE FACILITY; THE SIZE OF THE PROPOSED INMATE POPULATION; THE LOCATION OF THE INSTITUTION; THE PHYSICAL ENVIRONMENT OF THE FACILITY; AND THE PROGRAMS TO BE CARRIED ON IN THE FACILITY. THE STANDARD CONCERNING THE MODIFICATION OF EXISTING INSTITUTIONS EMPHASIZES COMMUNITY-BASED CORRECTIONS AND SUGGESTS THAT EXISTING INSTITUTIONS BE EXAMINED AT LEAST EVERY 5 YEARS IN ORDER TO MINIMIZE THEIR USE AND TO PLAN MODIFICATIONS. OTHER STANDARDS ADDRESS THE FOLLOWING: PRACTICES AND PROCEDURES TO IMPROVE THE SOCIAL ENVIRONMENT OF THE INSTITUTION; THE UPGRADING OF EDUCATION AND VOCATIONAL TRAINING PROGRAMS; POLICIES AND PROGRAMS FOR ADDICTS, OFFENDERS WITH SEVERE BEHAVIORAL PROBLEMS, AND EMOTIONALLY DISTURBED OR MENTALLY ILL OFFENDERS; POLICIES AND PROGRAMS FOR INCARCERATED WOMEN; IMPROVEMENTS IN RELIGIOUS, RECREATIONAL, AND COUNSELING PROGRAMS; AND THE REORGANIZATION OF PRISON WORK PROGRAMS.
