THE STUDY SOUGHT TO DEVELOP EVALUATION DESIGNS TO TEST ALTERNATIVE LEGAL SERVICES DELIVERY STRATEGIES WHICH COULD BE USED IN THE LEGAL SERVICES PROGRAM.
Abstract
THE FOLLOWING RESEARCH TASKS WERE INCLUDED: DEVELOPMENT OF HYPOTHESES TO BE TESTED; SPECIFICATION OF THE LEGAL SERVICE DELIVERY MODELS THAT CAN BE TESTED IN AN EXPERIMENT; IDENTIFICATION AND RECOMMENDATION OF MEASURES AND INSTRUMENTS TO BE USED TO DETERMINE THE DIFFERENCES IN THE EFFECTIVENESS OF THE SERVICE DELIVERY STRATEGIES TESTED; IDENTIFICATION OF PROJECT VARIABLES OTHER THAN THE VARIABLES USED TO SPECIFY THE DELIVERY MODELS WHICH COULD AFFECT PROJECT OUTCOME; IDENTIFICATION OF COMMUNITY VARIABLES WHICH COULD AFFECT PROJECT OUTCOME, WITH RECOMMENDATIONS ON THE COMMUNITY VARIABLES TO ACCOUNT FOR IN THE EXPERIMENT; AND DEVELOPMENT OF ANALYSIS PLANS SPECIFYING THE TYPES OF COMPARISONS TO BE MADE, THE UNITS OF ANALYSIS, SAMPLE SIZES, AND THE AMOUNT OF CONFIDENCE ONE CAN HAVE IN THE RESULTS. A COST ANALYSIS IS INCLUDED. APPENDIXES CONTAIN A LIST OF PERSONS INTERVIEWED, THE PRELIMINARY DESIGN OF THE PROJECT REPORTING SYSTEM, ESTIMATING COSTS AND SAMPLE SIZES FOR FIELD TESTING AND CONDUCTNG COMMUNITY AND CLIENT SURVEYS, AND DESIGN LIMITATIONS AFFECTING THE NUMBER OF COMMUNITY AND PROJECT VARIABLES TO TEST.
