THIS STUDY DEFINES THE PARAMETERS OF THE THREAT TO SAFEGUARDS SYSTEMS POSED BY THE WHITE COLLAR ADVERSARY WHO USES SCHEMES EMPLOYING GUILE AND DECEPTION, RATHER THAN FORCE, TO ATTEMPT DIVERSION OF NUCLEAR MATERIALS.
Abstract
THE STUDY'S AIM HAS BEEN TO EXPLORE THE POTENTIAL CAPABILITIES AND DANGERS PRESENTED BY THIS ADVERSARY, BOTH IN TERMS OF THE SPECIFIC ATTRIBUTES OF THE THREAT HE POSES AND IN LIGHT OF THE UNIQUE REGULATORY STRUCTURE AND EVOLUTIONARY DEVELOPMENT OF THE CIVILIAN NUCLEAR FIELD. THE POTENTIAL VULNERABILITY OF REGULATED CIVILIAN NUCLEAR FACILITIES TO DIVERSION OR RELATED VIOLATIONS IS ADDRESSED AGAINST THE BACKDROP OF THOSE PRACTICES AND DEVICES COMMONLY REFERRED TO AS 'WHITE COLLAR CRIME.'
