A 2-YEAR PROJECT INVOLVING THE PROVISION OF EDUCATIONAL, VOCATIONAL TRAINING, JOB PLACEMENT, AND OTHER SUPPORT SERVICES TO PAROLEES, PROBATIONERS, AND OTHER CORRECTIONAL CLIENTS IS DESCRIBED AND EVALUATED.
Abstract
THE PURPOSE OF THE PROJECT WAS TO CONTRIBUTE TO OFFENDER REHABILITATION BY ASSURING THE AVAILABILITY OF NEEDED RESOURCES WITHIN AND OUTSIDE THE CORRECTIONS SYSTEM. PROJECT WORKERS ASSESSED THE SERVICE NEEDS OF REFERRED CLIENTS, ARRANGING FOR REMEDIAL INSTRUCTION, GRADUATE EQUIVALENCY DEGREE PREPARATION, VOCATIONAL TRAINING, JOB DEVELOPMENT, PLACEMENT, INDIVIDUAL COUNSELING, FAMILY COUNSELING, RESIDENTIAL CARE, AND/OR FINANCIAL SUBSIDIES AND STIPENDS AS APPROPRIATE. THE REPORT PRESENTS A DETAILED ACCOUNT OF PROJECT OPERATIONS, INCLUDING THE SERVICE VENDORS, USED, CLIENT PARTICIPATION, PROJECT EXPENSES, AND RECIDIVISM RATES. THE BULK OF THE REPORT IS ORGANIZED AROUND THE PROJECT'S 14 SUBOBJECTIVES. EACH SUBOBJECTIVE SECTION INCLUDES A QUANTITATIVE STATEMENT OF THE DEGREE TO WHICH THE SUBOBJECTIVE WAS REALIZED; DESCRIPTIONS OF THE APPROACH TAKEN TO THE SUBOBJECTIVE, THE SERVICE VENDORS USED, AND THE SERVICE DELIVERY SYSTEM; A REVIEW OF EXPENDITURE DATA; SERVICE AREA COMMENTS; AND, WHERE POSSIBLE, RECIDIVISM RATES FOR PROJECT CLIENTS AFFECTED BY THE SUBOBJECTIVE. THE REPORT CLOSES WITH A DISCUSSION OF THE SHORTCOMINGS OF THE PROJECT'S DATA-GATHERING AND QUALITATIVE EVALUATION EFFORTS, TOGETHER WITH CONCLUSIONS AND RECOMMENDATIONS.
