A FUNCTIONAL GUIDE FOR POLICE SERVICES IN ILLINOIS IS PRESENTED, DESIGNED FOR USE BY POLICE AND GOVERNMENTAL WORKERS AT ALL LEVELS.
Abstract
THE REPORT BEGINS WITH A DISCUSSION OF THE POLICE ROLE, DESCRIBING ITS FUNCTION, AUTHORITY, AND RELATIONS WITH THE PUBLIC. COMMUNITY RESOURCES ARE DISCUSSED WITH EMPHASIS ON THE USE AND TRAINING OF PRIVATE SECURITY PERSONNEL. A SYSTEM OF COOPERATION BETWEEN POLICE AGENCIES AND THE CRIMINAL JUSTICE SYSTEM IS RECOMMENDED. THE REPORT URGES THE DEVELOPMENT OF PLANNING AND ORGANIZATION FOR THE POLICE TO MAKE THEM AWARE OF FUNDING NEEDS AND PROSPECTS FOR THE FUTURE. PROBLEMS OF UNUSUAL OCCURRENCES, SUCH AS MASS DISORDERS AND NATURAL DISASTER, ARE EXAMINED. OTHER STANDARDS PRESENTED IN THE REPORT CONCERN POLICE RECRUITING, EXAMINATIONS, AND TRAINING AND THE ROLE OF THE POLICE OFFICER. INTERNAL STANDARDS ON DISCIPLINE, EQUIPMENT (UNIFORMS AND VEHICLES), COMMUNICATIONS, AND INFORMATION SYSTEMS ARE LISTED. OTHER STANDARDS DEAL WITH EMPLOYEE RELATIONS AND SERVICES AND CAREER ENHANCEMENT AND DEVELOPMENT. THE OFFICE OF THE POLICE CHIEF EXECUTIVE IS DISCUSSED. EACH STANDARD IS FOLLOWED BY COMMENTARIES FROM THE NATIONAL ADVISORY COMMISSION AND THE STATE OF ILLINOIS AND BY REFERENCES. THE AUTHORS EMPHASIZE THAT A PRIMARY INGREDIENT OF EFFECTIVE POLICE SERVICE IS THE INFORMED AND ACTIVE SUPPORT OF THE POLICE BY THE CITIZENS THEY SERVE. APPENDIXES INCLUDING THE RESULTS OF SURVEYS IN TABULAR FORM ARE ATTACHED. (BAC)
