STANDARDS TO GUIDE THE DEVELOPMENT AND USE OF INFORMATION SYSTEMS BY POLICE, COURTS, AND CORRECTIONAL AGENCIES IN MONTANA ARE SET FORTH.
Abstract
THE STANDARDS, DEVELOPED BY A TASK FORCE OF THE MONTANA COUNCIL ON CRIMINAL JUSTICE STANDARDS, ADDRESS PROBLEMS IN FIVE MAJOR AREAS: SECURITY AND PRIVACY ADMINISTRATION; COORDINATION OF SYSTEM DEVELOPMENT AND USE; INFORMATIONAL NEEDS OF CRIMINAL JUSTICE SYSTEM COMPONENTS; THE NEED FOR A STATEWIDE COMPUTERIZED CRIMINAL HISTORY SYSTEM AND AN OFFENDER-BASED TRANSACTION STATISTICS SYSTEM; AND MANDATORY REPORTING. EACH STANDARD IS ACCOMPANIED BY A SUMMARY OF TASK FORCE FINDINGS, SUGGESTIONS FOR IMPLEMENTATION, AND INDICATION OF THE COUNCIL'S ACTION ON THE STANDARD. THE TASK FORCE FOUND THAT LEGISLATION ESTABLISHING SECURITY AND PRIVACY SAFEGUARDS FOR ALL CRIMINAL JUSTICE INFORMATION SYSTEMS IN MONTANA IS NEEDED AND THAT A SECURITY AND PRIVACY REVIEW BOARD SHOULD BE ESTABLISHED. THE CREATION OF A STATE AGENCY TO ADVISE AND COORDINATE THE DEVELOPMENT, ADMINISTRATION, AND OPERATION OF THE STATE'S CRIMINAL JUSTICE INFORMATION SYSTEMS AT ALL JURISDICTIONAL LEVELS IS RECOMMENDED, AS IS THE ESTABLISHMENT OF A STATISTICAL ANALYSIS CENTER. THE NEED TO UPGRADE STATE STATUTES AUTHORIZING CRIMINAL JUSTICE AGENCIES TO REPORT AND COLLECT INFORMATION IS ALSO STRESSED. A GLOSSARY AND A BIBLIOGRAPHY ACCOMPANY THE STANDARDS. (LKM)
