AN OVERVIEW IS PRESENTED OF THE HISTORY, OPERATIONS, AND INMATE PROGRAMS OF THE CORRECTIONAL AND RECEPTION CENTER AT ELMIRA, N.Y.
Abstract
THE PRISON'S HISTORY IS TRACED FROM ITS FOUNDING IN 1876, THROUGH THE CONSOLIDATION OF CORRECTIONAL AND RECEPTION FACILITIES IN 1972, TO ITS STATUS IN 1976 AS A 'CITY UNTO ITSELF.' THE BULK OF THE REPORT IS DEVOTED TO BRIEF DESCRIPTIONS OF THE RESIDENT POPULATION, STAFF, STAFF TRAINING, COUNSELING AND CUSTODIAL FUNCTIONS, ADMINISTRATION, AND INMATE PROGRAMS. AMONG THE PROGRAMS DESCRIBED ARE NUMEROUS EDUCATIONAL OFFERINGS, SCHOLARSHIP ASSISTANCE, COLLEGE TESTING, LIBRARY AND LAW LIBRARY, MUSIC, AND PHYSICAL EDUCATION. OTHER PROGRAMS INCLUDE THE INMATE-RUN NEWSPAPER, DIALOGUE PROGRAMS, INDUSTRIES TRAINING, VOLUNTEER SERVICES, DRUG EDUCATION, EXOFFENDER EMPLOYMENT, PRECOLLEGE ORIENTATION, HEALTH SERVICES, RELIGION PROGRAMS, A BUS SERVICE FOR RELATIVES OF INMATES, AND A TELEPHONE HOME PROGRAM. THE PRISON'S WORK-RELEASE, FURLOUGH, PAROLE, AND RECEPTION FUNCTIONS ARE DESCRIBED BRIEFLY, AS ARE FOOD AND LAUNDRY FACILITIES, FIRE AND SAFETY PROGRAMS, MAIL SERVICE, AND OTHER SERVICES AND FACILITIES. PHOTOGRAPHS ARE INCLUDED.
