INFORMATION ON VOLUNTARY AGREEMENTS ENTERED INTO BY BAR ASSOCIATIONS AND NEWS MEDIA REPRESENTATIVE TO STRENGTHEN CONSTITUTIONAL SAFEGUARDS IN THE ADMINISTRATION OF CRIMINAL JUSTICE IS PRESENTED.
Abstract
BAR ASSOCIATIONS, THE BENCH, AND NEWS MEDIA IN 23 STATES HAVE PROMULGATED WRITTEN AGREEMENTS TO IMPLEMENT PRINCIPLES AND PRACTICES PATTERNED UPON THE AMERICAN BAR ASSOCIATION'S FAIR TRIAL/FREE PRESS STANDARDS. INFORMATION IS PRESENTED ON THE CONTENT OF THE AGREEMENTS, WHAT THEY SEEK TO ACCOMPLISH, HOW THEY HAVE WORKED, AND WHAT IS BEING DONE THROUGH CONTINUING EDUCATION TO SUSTAIN THE GAINS MADE. FULL TEXTS OF A REPRESENTATIVE SAMPLE OF EXISTING AGREEMENTS ARE REPRODUCED, AS IS A MODEL AGREEMENT PREPARED TO ASSIST BAR, BENCH, AND MEDIA GROUPS CONSIDERING IMPLEMENTATION OF VOLUNTARY AGREEMENTS. PROGRAM OUTLINES FROM SEMINARS HELD TO PROMOTE THE OBJECTIVES OF THE VOLUNTARY AGREEMENTS ARE PRESENTED. THE RESULTS OF A 1975 OPINION SURVEY ON THE EFFECTIVENESS OF THE AGREEMENTS ARE REPORTED.
