RECOMMENDATIONS FOR THE ORGANIZATION AND MANAGEMENT OF A NEW CANADIAN CORRECTIONS SERVICE ARE PRESENTED, ALONG WITH A STRATEGY FOR THEIR IMPLEMENTATION.
Abstract
THE BASIC FRAMEWORK FOR CORRECTIONS IN CANADA IS OUTLINED, AND CONSIDERATIONS INVOLVED IN DETERMINING THE ORGANIZATIONAL UNITS OF A CANADIAN CORRECTIONS SERVICE (CCS) ARE DISCUSSED. MAJOR ISSUES IN CORRECTIONS AND THE UNCERTAIN AND HIGHLY PUBLIC NATURE OF THE FIELD ARE EXPLORED. THE BASIC MANAGEMENT STRUCTURE OF THE CCS IS DIAGRAMMED, AND THE FUNCTIONS, ROLE, AND PRIMARY DUTIES OF EACH LEVEL OF THE ORGANIZATION ARE ASSESSED. MANAGEMENT SUPPORT SYSTEMS -- PROGRAM PLANNING, HUMAN RESOURCES MANAGEMENT, AND MANAGEMENT INFORMATION SYSTEMS -- WHICH ARE CONSIDERED CRUCIAL TO THE DEVELOPMENT OF THE CCS ARE IDENTIFIED. THE IMPLEMENTATION STRATEGY IS OUTLINED, INCLUDING A REVIEW OF THOSE STEPS WHICH HAVE ALREADY BEEN TAKEN AND A RECOMMENDED STRATEGY FOR FURTHER DEVELOPMENT. CHARTS AND GRAPHS PROVIDE AN OVERVIEW OF THE ENTIRE IMPLEMENTATION PLAN. APPENDICES CONTAIN CHARTS WHICH ILLUSTRATE VARIOUS ASPECTS OF THE IMPLEMENTATION PLAN: FIELD LEVEL, PROGRAM PLANNING SYSTEM, AND PROJECT MANAGEMENT.
