THE BACKGROUND, OBJECTIVES, AND ACCOMPLISHMENTS OF THE NATIONAL DISTRICT ATTORNEYS ASSOCIATION (NDAA) ECONOMIC CRIME PROJECT ARE DESCRIBED.
Abstract
THE MAGNITUDE OF MONETARY LOSSES RESULTING FROM ECONOMIC CRIMES AND THE GROWING RECOGNITION OF WIDESPREAD VICTIMIZATION IN THIS AREA PROMPTED NDAA, WITH THE FINANCIAL ASSISTANCE OF LEAA, TO CREATE A 15-JURISDICTION ECONOMIC CRIME PROJECT IN MID-1973. THE PROJECT WAS DESIGNED TO ASSIST LOCAL DISTRICT ATTORNEYS IN THE INVESTIGATION AND PROSECUTION OF ECONOMIC OFFENSES. THE NDAA ECONOMIC CRIME PROJECT HAS SINCE GROWN TO A NATIONAL CONFEDERATION OF 53 PROSECUTION AGENCIES. IN ADDITION TO THE DISTRICT ATTORNEYS WHO DIRECT THE ECONOMIC CRIME POLICY AND OPERATIONS OF PARTICIPATING OFFICES, THE GOALS AND OBJECTIVES OF THE PROJECT ARE PURSUED BY 559 ASSISTANT DISTRICT ATTORNEYS, INVESTIGATORS, PARALEGALS, AND ADMINISTRATIVE SUPPORT PERSONNEL. THE PROJECT'S CENTRAL OFFICE PUBLISHES A NEWSLETTER AND A BIMONTHLY DIGEST AND DISTRIBUTES INFORMATION ON MODUS OPERANDI OF MAJOR ECONOMIC CRIME OFFENDERS. PARTICIPATING PROSECUTORS MEET TO IDENTIFY TARGETS FOR INVESTIGATION AND PROSECUTION, ASSESS PROGRESS, AND EXCHANGE INFORMATION ON INVESTIGATIVE AND PROSECUTION TECHNIQUES. DURING ITS THIRD YEAR OF OPERATION, THE PROJECT PURSUED 13 MULTIJURISDICTION INVESTIGATIONS AND PROSECUTIONS. THE PROJECT HAS SUCCEEDED IN STIMULATING WIDESPREAD PROSECUTION INTEREST IN ECONOMIC CRIME AND HAS DEMONSTRATED THAT SPECIALIZED UNITS COORDINATED THROUGH A CENTRALIZED NATIONAL OFFICE CAN EFFECTIVELY INVESTIGATE, INDICT, AND PROSECUTE OFFENDERS OPERATING SCHEMES IN MANY JURISDICTIONS.
