THE PILOT IMPLEMENTATION ACTIVITIES OF THE NATIONAL DISTRICT ATTORNEYS ASSOCIATION (NDAA) STANDARDS PROJECT ARE EVALUATED.
Abstract
NDAA DEVELOPED AND DISSEMINATED 1,000 COPIES OF PROSECUTION STANDARDS. TEN TOPICS WERE SELECTED FROM THE STANDARDS BY CONSULTANT GROUPS IN ARIZONA, MISSISSIPPI, AND OREGON. THE CONSULTANTS THEN ATTEMPTED TO PROMOTE ADOPTION OF THE STANDARDS THROUGH ENACTMENT OF APPROPRIATE LEGISLATION, COURT RULES, AND OTHER MEANS. IN ADDITION TO THE STATEWIDE ACTIVITIES, PROSECUTORS' OFFICES IN TUCSON, ARIZ., GULFPORT, MISS., AND GOLD BEACH, OREG., ESTABLISHED PLANNING AND POLICY PROCEDURES FOR IMPLEMENTING THE STANDARDS. THE EVALUATION MEASURES THE PROGRESS OF THE PILOT STATES AND MODEL OFFICES AND ASSESSES THE ADVISIBILITY OF CONTINUING THE IMPLEMENTATION EFFORT ON A NATIONWIDE BASIS. EVALUATION METHODOLOGY IS DESCRIBED WITH REFERENCE TO THE LIMITATIONS IMPOSED BY LACK OF FUNDS. SEPARATE SECTIONS REPORT THE PROGRESS ACHIEVED BY THE MODEL OFFICES IN REVIEWING AND IMPLEMENTING STANDARDS AND BY THE CONSULTANT GROUPS IN PROMOTING THE STANDARDS. THE PILOT EFFORT IS JUDGED TO HAVE BEEN SUCCESSFUL, AND CONTINUED IMPLEMENTATION. IN A SLIGHTLY ALTERED FORM, IS RECOMMENDED. NDAA IS URGED TO EMPHASIZED EDUCATION AND TECHNICAL ASSISTANCE IN ITS FUTURE STANDARDS-RELATED ACTIVITIES. (LKM)
