Abstract
THE MATERIALS ARE INTENDED FOR USE BY PROSECUTORS IN CONDUCTING INHOUSE TRAINING IN THE TECHNIQUES OF INVESTIGATING AND PROSECUTING SOPHISTICATED THEFT AND FENCING RINGS. THE OVERVIEW OF REDISTRIBUTION SYSTEMS FOCUSES ON THE MODERN FENCING PROCESS, SOCIAL CONTROL OF FENCING THROUGH THE LAW, AND BASIC TACTICS AND STRATEGIES FOR LAW ENFORCEMENT. THE INSTRUCTOR'S GUIDE CONTAINS THE MATERIALS REQUIRED TO CONDUCT A FIVE-LESSON SIMULATED INVESTIGATION OF A HYPOTHETICAL THEFT AND FENDING RING INVOLVING AN ORGANIZED CRIME SYNDICATE. EACH LESSON GUIDE CONTAINS A STATEMENT OF THE PREMISE OF THE EXERCISE, QUESTIONS TO BE ANSWERED, SUGGESTED APPROACHES, AND RAW DATA (DETECTIVES' OBSERVATION REPORTS, TRANSCRIPTS OF WIRETAPPED CONVERSATION, GRAND JURY TESTIMONY, ETC.). THE EXERCISES COVER THE DECISION TO USE ELECTRONIC SURVEILLANCE, DRAFTING THE SURVEILLANCE ORDER, CARRYING OUT THE SURVEILLANCE, EXAMINING GRAND JURY WITNESSES, AND DRAFTING PERJURY AND CONTEMPT INDICTMENTS.
