AN OVERVIEW OF THE TRAINING AND RESEARCH ACTIVITIES OF THE UNITED NATIONS ASIA AND FAR EAST INSTITUTE FOR THE PREVENTION OF CRIME AND THE TREATMENT OF OFFENDERS (UNAFEI) IS PRESENTED.
Abstract
SINCE ITS ESTABLISHMENT IN 1961, UNAFEI HAS CONDUCTED A NUMBER OF RESEARCH PROJECTS AS WELL AS 44 INTERNATIONAL SEMINAR AND TRAINING COURSES ATTENDED BY A TOTAL OF 927 PERSONS FROM 37 COUNTRIES. PARTICIPANTS IN THE TRAINING PROGRAM REPRESENT A WIDE VARIETY OF ADMINISTRATIVE AND PROFESSIONAL SERVICES AND LEVELS OF SENIORITY AND EXPERIENCE. THE UNAFEI TRAINING PROGRAM EMPHASIZES PRACTICALITY, TIMELINESS, AND AN INTEGRATED APPROACH TO THE CRIMINAL JUSTICE SYSTEM. PARTICIPANT-CENTERED METHODS OF TRAINING ARE STRESSED. THE UNAFEI CURRICULUM REFLECTS THE INSTITUTE'S AFFILIATION WITH THE UNITED NATIONS AND ITS OBLIGATION TO FUNCTION AS A VEHICLE FOR IMPLEMENTING THE UNITED NATIONS WORK PROGRAM IN THE ASIAN REGION. RESEARCH AT UNAFEI STRESSES PRACTICAL UTILITY AND OFTEN EMPLOYS A COMPARATIVE APPROACH. MAJOR RESEARCH UNDERTAKINGS HAVE INCLUDED A SURVEY OF THE OPEN CORRECTIONAL INSTITUTION IN ASIA AND THE FAR EAST, A COMPARATIVE SURVEY OF JUVENILE DELINQUENCY IN ASIA AND THE FAR EAST, AND A STUDY OF PUBLIC PARTICIPATION IN CRIME PREVENTION AND CRIME CONTROL IN THE REGION. REASONS FOR THE INSTITUTE'S PRIMARY EMPHASIS ON TRAINING ARE DISCUSSED, AS IS THE POTENTIAL OF UNAFEI IN THE RESEARCH FIELD. THE INSTITUTE'S COLLABORATION WITH THE UNITED NATIONS SOCIAL DEFENSE RESEARCH INSTITUTE AND WITH OTHER INSTITUTES IS DISCUSSED. TOPICS COVERED IN UNAFEI SEMINARS ARE NOTED. -- LM
