PRISON CONDITIONS IN IRAQ ARE ASSESSED IN TERMS OF COMPLIANCE WITH THE STANDARD MINIMUM RULES FOR TREATMENT OF PRISONERS ESTABLISHED BY THE UNITED NATIONS (UN).
Abstract
THE DISCUSSION FOCUSES ON CONDITIONS AT (BAGHDAD CENTRAL PRISON). THE FAILURE OF THE UN RULES TO TAKE INTO ACCOUNT GOVERNMENTAL STRUCTURE AND THE IMPORTANCE OF THE LOCATION OF PRISONS IS POINTED OUT. IN IRAQ, PRISON ADMINISTRATION IS DIRECTED BY A COUNCIL CHAIRED BY THE MINISTER OF LABOR AND SOCIAL AFFAIRS. THE CENTRAL LOCATION OF THE BAGHDAD PRISON IS SAID TO FACILITATE CONTACTS BETWEEN INMATES AND THE COMMUNITY. IRAQ'S PRISONS COMPLY WITH UN STANDARDS REGARDING SEPARATE FACILITIES FOR MEN AND WOMEN, PRETRIAL DETAINEES AND CONVICTED OFFENDERS, AND ADULTS AND JUVENILES. THE CLASSIFICATION SYSTEM USED AT THE BAGHDAD FACILITY SAID TO PROVIDE AN ADEQUATE FOUNDATION FOR TREATMENT AND CARE. (LKM)
