SOCIOECONOMIC AND DEMOGRAPHIC CHARACTERISTICS, CRIME AND DELINQUENCY PROBLEMS, AND CRIMINAL JUSTICE SYSTEM CAPABILITIES IN THE DALLAS, TEX., AREA ARE DESCRIBED, AND A LONG-RANGE CRIMINAL JUSTICE PLAN IS SET FORTH.
Abstract
THE PLAN, WHICH WAS PREPARED BY THE DALLAS AREA CRIMINAL JUSTICE COUNCIL, ENCOMPASSES ON MAJOR CITY AND A NUMBER OF SURROUNDING, SMALLER MUNICIPALITIES. THE AREA IS CHARACTERIZED BY RAPID GROWTH. BETWEEN 1960 AND 1970, THE POPULATION INCREASED BY 39.5 PERCENT. THE PLAN OPEN WITH INFORMATION ON THE SOCIOECONOMIC AND DEMOGRAPHIC CHARACTERISTICS OF THE AREA AND OF EACH COMMUNITY. STATISTICS INDICATIVE OF CRIME AND DELINQUENCY PROBLEMS ARE PRESENTED. THE MAJOR PROBLEMS ARE CONCLUDED TO BE CRIMES AGAINST PROPERTY, ROBBERY, ORGANIZED CRIME, RAPE, AND DRUG ABUSE. THE LAW ENFORCEMENT AGENCIES, COURTS, CORRECTIONAL AGENCIES, AND JUVENILE JUSTICE SYSTEM IN THE AREA ARE DESCRIBED, AND THEIR CAPABILITIES ASSESSED. CRIME PROBLEMS AND RESOURCE GAPS ARE ANALYZED, AND LONG-RANGE (1979-1981) GOALS, OBJECTIVES, AND STRATEGIES ARE SET FORTH. CRITERIA BY WHICH PROGRESS TOWARD THE GOALS IS TO BE MEASURED EACH YEAR ARE NOTED. THE PLAN CLOSES WITH A LISTING, BY ORDER OF PRIORITY, OF THE PROJECTS FOR WHICH FUNDING IS REQUESTED IN 1979.
