Abstract
GENERAL REQUIREMENTS, ELIGIBILITY RULES, AND OTHER SPECIFICATIONS FOR NIC GRANTS UNDER TITLE 18 UNITED STATES CODE SECTION 4353 OF THE JUVENILE JUSTICE AND DELINQUENCY PREVENTION ACT OF 1974 ARE GIVEN. PROGRAMS WHICH FALL WITHIN THE NIC RANGE, APPLICATION FORMS REQUIRED, AND GENERAL PROVISIONS WHICH MUST BE MET ARE EXPLAINED. EVALUATION IS HIGH PRIORITY AND NO GRANT WILL BE APPROVED WITHOUT AN EVALUATION PLAN. GUIDELINES FOR SUCH EVALUATIONS ARE DETAILED. APPENDIXES GIVE: (1) AN OUTLINE FOR THE APPLICANT'S ENVIRONMENTAL EVALUATION; (2) COPY OF FEDERAL ASSISTANCE STANDARD FORM 424 WITH ITS ACCOMPANYING INSTRUCTIONS; AND (3) REGULATIONS IMPLEMENTING TITLE 6 OF THE CIVIL RIGHTS ACT OF 1976.
