Abstract
THE PRESENTATIONS INCLUDE THE FOLLOWING: THE KEYNOTE ADDRESS BY THE UNDER SECRETARY OF THE U.S. DEPARTMENT OF TRANSPORTATION; OVERVIEWS OF HIGHWAY SAFETY ADJUDICATION AND HIGHWAY TRAFFIC SAFETY; A DISCUSSION OF THE RELATION OF THE HIGHWAY TO TRAFFIC SAFETY; THE REPORT OF A TASK FORCE THAT EXAMINED THE ADJUDICATION PROCESS AND ITS EFFECTIVENESS IN PROMOTING TRAFFIC SAFETY; RESEARCH REPORTS ON ACCIDENT INVOLVEMENT BY DRIVERS WITH PAST VIOLATIONS, EFFECTS ON HIGHWAY SAFETY OF HAVING TRAFFIC VIOLATORS APPEAR IN COURT, AND THE BRITISH EXPERIENCE IN HANDLING DRINKING DRIVERS; AND DISCUSSIONS OF PROBLEM DRIVERS AND PROGRAMS TO IMPROVE THEM, CONTROL OF THE DRINKING DRIVER, POLITICAL AND ECONOMIC BARRIERS TO CHANGE IN HIGHWAY SAFETY AND ACCIDENT PREVENTION, AND LEGAL ISSUES IN TRAFFIC OFFENSE ADJUDICATION. OTHER MATERIALS INCLUDE GOAL STATEMENTS PRESENTED BY REPRESENTATIVES OF EACH OF THE STATES PARTICIPATING IN THE SEMINAR, DISCUSSION GROUP MATERIALS, SAMPLE DIALOGUE FROM A SPEAKER-AUDIENCE EXCHANGE DURING A SYMPOSIUM SESSION, AND QUESTIONNAIRES ADMINISTERED TO PARTICIPANTS BEFORE AND AFTER THE SYMPOSIUM. AN OVERVIEW OF THE CONFERENCE, INCLUDING CONCLUSIONS AND RECOMMENDATIONS, IS PRESENTED IN A SEPARATE VOLUME (NCJ-45641).
