THE ACTIVITIES OF THE ONONDAGA COUNTY, NEW YORK, PROBATION DEPARTMENT, INCLUDING THOSE IN THE AREAS OF ADULT AND JUVENILE SUPERVISION, INTERVIEWS AND SERVICES, STAFF TRAINING AND DEVELOPMENT, ARE SUMMARIZED.
Abstract
AMONG JUVENILES UNDER SUPERVISION, 27 PERCENT WERE REARRESTED DURING 1977 (A REDUCTION OF THE 1976 FIGURE OF 32 PERCENT). TOTAL REARRESTS WERE REDUCED FROM 73 TO 39. THE ADULT SUPERVISION DEPARTMENT EXPERIENCED A 19.5 PERCENT REARREST RATE. THE MOST ENCOURAGING TREND LAY IN THE CONTAINMENT OF RECIDIVISM IN THE HIGHEST CRIME AREA OF THE COUNTY TO MATCH REARREST RATES IN OTHER AREAS. THE AUTHORS CONSIDERED THAT THIS WAS DUE TO PROJECT OUTREACH, WHICH EMPHASIZES A COMMUNITY-BASED, DECENTRALIZED APPROACH TO PROBATION THAT INVOLVES THE USE OF TEAMS OF PROFESSIONALS AND PARAPROFESSIONALS FROM THE AREA SERVED. FIELD WORK AND THE USE OF COMMUNITY RESOURCES IS EMPHASIZED. PROJECT OUTREACH BEGAN UNDER FEDERAL FUNDING IN 1974 AND SAW THE END OF FEDERAL SUPPORT AT THE CLOSE OF 1977. IT HAS SINCE BEEN INSTITUTIONALIZED BY THE COUNTY. FISCAL INFORMATION, ALONG WITH SUMMARIES OF THE VARIOUS CASEWORK SERVICES PROVIDED BY THE DEPARTMENT, ARE INCLUDED IN THE REPORT. STATISTICS CONCERNING ALL PHASES OF THE DEPARTMENT'S WORK ARE SUPPLIED. THE MAJOR CHALLENGE OF 1978 IS SEEN TO BE THE TRAINING OF 16 NEW PROFESSIONAL STAFF MEMBERS. (RCB)
